Poplatky za studium na veřejných vysokých školách – úvahy o roli dnešní i budoucí

Článek se zabývá problematikou poplatků spojených se studiem podle § 58 zákona o vysokých školách (č. 111/1998 Sb.); zejména poplatků za delší studium (dle odst. 3) a za další studium (dle odst. 4). V úvodu popisuje ústavní a aktuální společenská východiska zkoumané problematiky, z nichž plyne potřeba regulovat neefektivní průběh vysokoškolského studia. Vhodným nástrojem k takové regulaci jsou právě poplatky za (delší a další) studium. V návaznosti na funkci, kterou mají poplatky plnit, je meritem článku kritické zhodnocení způsobilosti uvedených poplatků vyvolávat zamýšlené následky. V kontextu zjištěných nekoncepčností klade článek návrhy de lege ferenda.
Public college fees – reflections on their contemporary and future role – summary:
The Article deals with the study-related fees according to the Sec. 58 Act on Higher Education (111/1998 Coll.). Mainly it concerns the fee for a longer study (acc. to the par. 3) and the fee for a repeated study (acc. to the par. 4). At the beginning, it describes its constitutional and recent social bases, both of them indicate the necessity to regulate the ineffective higher education study for which the mentioned fees are convenient tools. Concerning this fact, the core of the article is a critical analysis of capability of the fees to cause the intended consequences. Finally, the article lays down proposals de lege ferenda arising from the analysis.
