Názory expertů na Systém včasné intervence
SOUHRN
Příspěvek prezentuje vybrané výsledky z výzkumu Systému včasné intervence (SVI), který od roku 2012 probíhá v Institutu pro kriminologii a sociální prevenci. V článku jsou vedle základních informací o SVI předloženy názory odborníků (většinou zkušených pracovnic Orgánů sociálně-právní ochrany dětí) na fungování SVI ve vztahu k prevenci kriminality a jejich dobré i špatné zkušenosti se systémem včetně nápadů na jeho zlepšení. Experti byli v neposlední řadě dotazováni na kompatibilitu SVI s nedávno novelizovaným zákonem č. 359/1999 Sb. o sociálně-právní ochraně dětí. Výsledky ukázaly vedle některých problémů i skutečnost, že hlavní myšlenky SVI – rychlé reagování na problémy ohrožených jedinců a rychlé předávání informací mezi jednotlivými subjekty péče – jsou v praxi stále těžko nahraditelným nástrojem při péči o ohroženou mládež.
Experts’ views of the Timely Intervention System
SUMMARY
The article presents selected results of from survey of the Timely Intervention System (TIS), which has been carried out at the Institute of Criminology and Social Prevention since 2012. In addition to the basic information about TIS, the article presents the views of experts (mostly experienced employees of the bodies for social and legal protection of children) of the functioning of the TIS in relation to crime prevention, and their good as well as bad experience with the system, including suggestions for its improvement. Last but not least, experts were asked about the compatibility of TIS with the recently amended act no. 359/1999 Sb. On social and legal protection of children. In addition to some problems, the results also showed the fact that the main ideas of the TIS – fast reaction to the problems of endangered individuals and fast transfer of information between the individual subjects of care – remain a tool hard to replace in the care for endangered youth.

ZUSAMMENFASSUNG
Der Beitrag präsentiert ausgewählte Ergebnisse aus der Untersuchung des Systems der rechtzeitigen Prävention, die seit 2012 im Institut für Kriminologie und soziale Prävention (SVI) durchgeführt wird. Der Artikel beinhaltet grundlegende Informationen über das Institut und zeigt Meinungen von Experten (meistens erfahrener Mitarbeiterinnen der Behörden für sozialrechtlichen Schutz von Kindern) zur Tätigkeit des Instituts (SVI)in Bezug auf Prävention der Kriminalität auf. Er führt ihre gute als auch schlechte Erfahrungen mit dem System an und schließlich weist er auf Ideen zu dessen Verbesserung hin. Die Experten wurden ebenso nach der Kompatibilität des Instituts mit der vor kurzer Zeit verabschiedeten Novelle des Gesetztes Nr. 359/1999 Slg. über den sozialrechtlichen Schutz von Kindern gefragt. Die Ergebnisse haben auf mehrere Problemen aber auch auf die Tatsache hingewiesen, dass das Hauptanliegen des Instituts (SVI) – ein schnelles Reagieren auf die Probleme der bedrohten Personen und eine unmittelbare Weiterleitungen der Informationen an einzelne Einrichtungen der Fürsorge – in der Praxis ein immer noch schwer ersetzbares Mittel in der Fürsorge bedrohter Jugendlicher sind.
