Článek charakterizuje Radu pro rozhlasové a televizní vysílání jako správní úřad a vysvětluje její specifické postavení, které se projevuje jak „navenek“ v systému organizace státní správy v ČR, tak ve vnitřní organizaci RRTV samotné. V návaznosti na tuto charakteristiku pak mj. v kontextu řešení uplatňovaných v některých státech hodnotí dosud učiněné návrhy na reorganizaci státní správy rozhlasového a televizního vysílání.

The article describes the Council for Radio and Television Broadcasting as an administrative agency and explains its specific position, which displays itself both, outside in the organization of state administration, as well as in the internal organization of the Broadcasting Council itself. Then with respect to the given features the author analyses proposals on the reorganization of broadcasting regulation made in the Czech Republic so far, among others in the context of approaches applied in chosen countries.
