The General Programme Solidarity and the Management of Migration Flows

 The General Programme Solidarity and the Management of Migration Flows for the 2007 to 2013 timeframe was created for the purpose of supporting the area of freedom, security and justice. Four new financial instruments have been created within the framework of this programme, specifically:

  • the European Fund for the Integration of third-country nationals (IF) for the period 2007 to 2013, established on the basis of Council Decision No. 2007/435/EC;
  • the External Borders Fund (EBF) for the period 2007 to 2013, established on the basis of Decision No. 574/2007/ EC of the European Parliament and of the Council;
  • the European Return Fund (RF) for the period 2008 – 2013, established on the basis of Decision No. 575/2007/ EC of the European Parliament and of the Council; and
  • the European Refugee Fund (ERF) for the period 2008 to 2013, established on the basis of Decision No. 573/2007/EC of the European Parliament and of the Council.

The functionality of these funds is founded on the same principles and is based on experience with ERF I and ERF II. These funds differ only from the perspective of specific focus and the activities that can be implemented within their respective frameworks.

 The primary goal of the General Programme Solidarity and the Management of Migration Flows is to provide member states with assistance for:

  • an integrated management of protection for the EU’s external borders;
  • acceptance of refugees and displaced persons;
  • an integrated management of returns on the part of the Member States; and
  • integration of third country nationals into the societies of the Member States.
